Also effects are hugely important in making things sound 'vaporwave' and if a synth sounds vaporwave there's a good chance it has effects built in. The chords you play, and what octave they are etc all matter. It won't be easy finding a synth that makes vaporwave the moment you hold down a note. How you use the synth is more important here. I guess a number of effects, but you're probably asking about a barberpole phaser, which is a phaser that sounds like it is constantly moving (usually upwards) but never reaching its destination.
